I think the goal here is to recognize when perfectionism is hindering the progress of projects...particularly those details which in the end aren't going to matter. I believe the goal of the article is how to help reassure those who tend to focus on perfection of every detail..even insignificant ones... and help them positively move on. It's not condescending... but I can see why some would take it that way. But those leading projects cannot allow perfection to be detrimental to the good.
