You make a good case, but I think you'd need E rather than I before NTJ to win your case in the setting you describe. There are some great INTJ leaders, you know: Bill Gates, Steve Jobs (some ENTJ), Margaret Thatcher.
Trump, by the way, we think is a hyper-vengeful ENTJ with some ESTP, though the jury is out on him being a great leader. Hillary, an INTJ, could have used an E also, though Mr. Comey, you think an ISTJ? certainly did what his type sometimes does.
